A elem. school gym floor that is concerte. Need to redo, has old sealer, and paint on it can epoxy covering be put on it. And how to prep it?

Our community center did something to the gym floor today (resurface maybe?) It smelled like paint or lacquer so bad I could only work out for like 5 minutes. They said the smell isn’t bad of you, but I dont think kids should be around that strong of a smell.
